Action definition testing error

I got the error below when testing a new action definition from within the workbench plugin. Shouldn't new action definitions be published to server before running them ?

Anthony,

The workbench will search the parent directories from wherever the solution is saved looking for the system directory and the pentaho.xml file. It builds a URL based on this and submits it to the server URL that has been specified on the test tab.

The only publishing required is to save the xaction in a valid solution directory. The server will automatically try to load it upon request.

The "Publish Solution" action is only used to update the navigation jsp with the links and icons of new solutions.
