creating custom steps?

Is it possible to create custom steps that can be used when creating
transformations in Spoon and run with PAN?

My use case is something that will create an XML file for each input
row.

Yes, custom steps are called Plugins.
See the DummyPlugin sample zip file in \Development Packages for the plugin.xml logic.

Or you could simply modify the existing XML output with a checkbox: one file per row...
