Is a tool going to be developed to convert BIRT reports to reports created by the Pentaho workbench?

The Pentaho workbench and the Pentaho BI platform support BIRT reports in their native format already. All you need to do is define an action sequence for your BIRT report definition.
The platform also supports JFreeReports and JasperReports, and we will add migration tools for the different report definitions in the future. Keep an eye on our roadmap (http://www.pentaho.org/jira/roadmap.html) for this feature!
