how can i control the items number?

in my report ,i hope display N items in every page,such as :
a a a
b b b
c c c
three items. then if i get a five items data, it display two pages. if
there r only one group in a page,it can use "pagebreak", but i have more than one group in one page.
such as :
page header
group noe
a a a
.....three items
group two
A A A
......
page footer
if i have a five items data of group one ,how can i contal in the first page it display three items,with the two on the second page ,while the group two on the second page is still begin at the same position as the first page,not move upward. i do want to keep the style of every page likely.
in the second page ,it should like the right of follow:
group one group one
a a a a a a
b b b b b b
while not like this : group two
group two A A A
A A A
