Cleanup of i18n handling, for task #4699
Dear Kettle developers and translators,
Lately we've been seeing some bugs related to '{0}' parameters not being
translated properly.
I cleaned up this mess, for good now I hope.

The origin of the problems seems to be a JRE problem, referenced and
explained in this bug:
http://bugs.sun.com/bugdatabase/view...bug_id=4293229
Our solution for it was to apply formatting always, even if there are no
parameters in the i18n string. That way double single quotes are always
translated to a single one and parameters should then also always show up in
the messages.
Let's hope this is then the end of that problem...
