We are having one column data in this way

Actually you can talk about two columns here - and you should.

I just wanted output as i mentioned below

Basically, you introduce a third column GROUP (besides KEY and VALUE).
Everytime VALUE is null you set GROUP = KEY.
If you do this in a MJSV step GROUP will carry through.
Eventually, you have a three column row you can filter and reformat as you see fit.
