Default Attempting to create new repo in different schema of existing database shows upgrade

I have a repo created in a schema of a Postgres database. When I attempt to create a new connection with a different schema name, the "Create or Upgrade" Button brings up a dialog that "Are you sure you want to upgrade the repository on the specified database connection?", When it should be creating a new repository. Is there something that I need to edit to be able to create a new repo in another schema? It works on a new Postgres instance, but not on my existing one. Is there a public table that needs to be updated?

This is no longer an issue. Somehow I had tables in my public schema that were conflicting with the creation/upgrade process. This is resolved.
