Default Date Formatting ISO 8601 Question

I am converting a date and time attribute into one in excel. Here is an example of what it looks like in a single cell...

After converting the excel file to CSV and then converting to ARFF, the attribute is still not recognized as a date, but rather a nominal attribute.

What needs to be done in order for WEKA to recognize it as a date?

    Thank you.

Update: From searching around online, I have seen that the information I've gained has been to download the version 3.8.1.

As you are opening the arff file in the explorer, i believe you are to check Invoke options dialog.

After that I am unsure of what to do in order for it to understand the "time attribute" laid out like this - 2016-10-25T19:30:00

Any help to overcome this is greatly appreciated.
