Japanese characters are garbled

Sometimes, Japanese characters are garbled. For example,

I think this forum is based on vbulletin.

There must be Japanese patch to solve this issue!

Update: We are working on converting the database, seem that there is a mismatch between the encoding used by the MySQL database hosting the forums and the vBulletin application. Most likely introduced during the last upgrade, Sept 2010. We are testing a fix on the test server.
