I have a binary situation in a table with employee status. I have created a query selecting distinct values (active and terminated) from a table. I have a multi-value list parameter set up to use the query and the parameter works if I select one or both options. What I want is to have it default to return all rows if nothing is selected.

I have tried different combinations of Value Types and Display Types. I have tried using another parameter/query combination that returns all rows and making it hidden, but all I get back is a message saying the parameters provided are not valid. Basically, the parameter is not mandatory, but if I don't select at least one option, the report returns zero rows.

This seems like a basic feature, and I'm sure the answer is simple, but I'm stuck.
